The blue adds a darker depth to the piece creating a less joyful atmosphere. It becomes almost sad, and in a way it is, but the woman's face can be read telling otherwise. The darker colors and the small number of subjects makes the piece feel slow and still.
Though there are definite indicators of movement, the motion of the oars and the small brush strokes of the waves, can be forgotten when the focus is so hugely on the people's facial expressions, making the piece more thoughtful.
